The French head of State Macron recalled the vital an historical Transatlantic alliance with the strong USA’s partnership, « You have often heard me defend this concept in which I believe deeply, that of a European Union which needs to build the framework of its strategic autonomy in economic, industrial, technological and military matters. We have a solid record in this regard in recent years: a Europe of defense has progressed as it had not progressed since the 1950s, strengthened cooperation, a European Defense Fund, joint projects, in particular Franco-German, that we have extended to a few other partners who have made massive progress in recent weeks. »
NEW EUROPEAN SITUATION AND NEW PARTNERSHIP WITH THE USA OVER VALUES AND ALLIANCES
The French President Macron addressed his position as regard of NATO’s future orientations, from his own perspective, in order to step up the strategic Transatlantic Alliance : « The second major axis, and I will be much faster, which is for me at the heart of these days to come, is that of European sovereignty. You have often heard me defend this concept in which I believe deeply, that of a European Union which needs to build the framework of its strategic autonomy in economic, industrial, technological and military matters. We have a solid record in this regard in recent years: a Europe of defense has progressed as it had not progressed since the 1950s, strengthened cooperation, a European Defense Fund, joint projects, in particular Franco-German, that we have extended to a few other partners who have made massive progress in recent weeks. We have succeeded in chairing a revival in terms of technological sovereignty over 5G, but also over essential components, with a Commission that is much more focused on this agenda and in particular in terms of digital technology, the DMA / directives. DSA and we built economic and financial sovereignty during the unprecedented crisis, in particular thanks to the German-French initiative of May 2020 and then to the July summit which made it possible to build a common debt capacity and an investment plan unpublished. And that, we, we arrive at this G7 and this NATO summit with all this heritage and for me the first objective is that our partners recognize this new European situation and that we know how to build a new partnership with the States United of America. Value partnership, alliance on certain subjects, but also lucid partnership which consists in saying that our neighborhood, it is up to us to manage it because we have also learned from history collectively and especially the history of the last 20 years. And it is in this spirit that I approach, precisely, this G7 is this NATO summit. » President Macron, sated, about NATO and G7 future summits. »

« I welcome the American re-engagement in the concert of nations and in this cooperative multilateralism. And for me, the key is for Europeans to stay united. And attentive to their common sovereignty and that we can also have our way, community of values, but independence when it comes to our strategy with regard to China. Independence when it comes to our strategy towards our neighbors, be it Russia or Turkey. Responsibility when it comes to managing our neighborhoods, the Balkans, the Mediterranean, the African continent. As such, 3 things are essential to me for the upcoming NATO summit. The first is that precisely these consolidation efforts are respected in the dialogue and that the strategic capacity autonomy of the Europeans be recognized. In 2020, France invested 2% of its gross domestic product in its defense of military matters. The second thing is that we implement the report of the Sages. Here too, the spirit of responsibility and continuity. I was following up on the Biarritz G7 in the summer of 2019. We must follow up on the 2019 summit and, in a way, this alarm bell that I had sounded about NATO. There was a report from the Sages. --------------------------------------------------------------------
What is he saying ? NATO must clarify its common values. NATO must build a rule of conduct among allies and NATO must clarify its concept. It will be punctuated by the work of strategic compass under the French presidency of the European Union, then, a few months later, the clarification and finalization of the NATO concept by all of its members. I think that this meeting next Monday must be the occasion to devote this agenda, to advance it the fact that NATO must clearly clarify what its role and its strategy is in this regard and above all, anchor this contribution of the report. of the Wise, that is to say the rules of conduct between Member States. And the third point which seems to me to be very important in this context is that we, as Europeans, assume that we are the players in arms control on our soil. I think this is an essential subject for the months and years to come. » acknowledged President Macron.
